Emergency Management Subject Matter Expert

Motivf is seeking an experienced Emergency Management Subject Matter Expert (SME) to provide strategic guidance, technical expertise, and operational insight across projects supporting preparedness, response, recovery, and mitigation efforts. This role requires a highly independent professional who can translate complex subject matter into actionable recommendations while collaborating with internal teams, customers, and government stakeholders.

The SME will play a critical role in shaping project deliverables, advising on best practices, and ensuring high-quality outcomes across research, training, and evaluation initiatives.

Key Responsibilities

  • Provide expert-level evaluation, consultation, and guidance in emergency management disciplines

  • Collaborate with project teams, customers, and government officials on processes, content, and deliverables

  • Contribute subject matter expertise to project design, development, and execution

  • Identify and apply industry best practices to enhance project outcomes

  • Translate complex emergency management concepts into clear, actionable content for diverse audiences

  • Develop and deliver recommendations both verbally and in writing

  • Support research initiatives, educational activities, and program evaluations

  • Participate in performance evaluations of staff and provide constructive feedback

  • Serve as a liaison between Motivf, government agencies, and partner organizations

  • Operate with significant independence, exercising sound judgment in decision-making

  • Monitor project progress and provide updates to leadership as required

Required Qualifications

  • Minimum 7 years of relevant experience in emergency management or a related discipline

  • Bachelor’s degree from an accredited college or university

    • An additional four (4) years of relevant experience may be substituted for the degree

  • Demonstrated ability to work independently with minimal supervision

  • Strong written and verbal communication skills

  • Proven experience providing strategic recommendations and subject matter expertise

  • Experience working with government stakeholders or within regulated environments

Preferred Qualifications

  • Experience supporting federal, state, or local emergency management programs

  • Familiarity with emergency management frameworks, training programs, or evaluation methodologies

  • Background in research, instructional support, or program assessment

Work Environment & Expectations

  • Hybrid work arrangement based in Washington, D.C.

  • Operates under general supervision with substantial latitude for independent decision-making

  • Regular interaction with internal teams, external partners, and government stakeholders
